Queensland Pool Fence Regulations

Everything Brisbane pool owners need to know about compliant pool barriers: heights, gates, non-climbable zones and inspection requirements.

Applies statewide in QLD | AS 1926.1–2007 (QLD modified) | Updated 2026

Any pool capable of holding more than 300mm of water is a regulated pool under Queensland law and must have a compliant safety barrier. This applies to in-ground, above-ground, indoor, portable and inflatable pools.

Key Dimensions At A Glance

  • 1,200mm – Minimum fence height from finished ground level
  • 100mm – Maximum gap allowed under the fence
  • 100mm – Maximum gap between vertical fence members
  • 900mm – Non-climbable zone required outside the fence

Barrier Rules: What Your Fence Must Do

Fence Height

At least 1,200mm from finished ground level to the top of the barrier at every point along its length. Boundary fences used as pool barriers are typically 1,800mm.

Ground Gap

No more than 100mm between the bottom of the fence and the ground. Any gap larger than this must be fixed before an inspection.

Vertical Spacing

Gaps between vertical members must not exceed 100mm. If horizontal rails are on the outside, there must be at least one gap of 900mm between them; otherwise rails go on the inside with vertical gaps no more than 10mm.

Non-Climbable Zone (NCZ)

For fences under 1,800mm: climbable objects must be kept at least 900mm away on the outside and 300mm on the inside (where verticals exceed 10mm). For fences 1,800mm or taller, the 900mm NCZ may be measured from the top on the inside.

Permanent & Maintained

The barrier must be permanent and kept in good structural condition. Any movement, bending or deterioration that increases gaps must be repaired immediately.

Gate Requirements

Opening Direction

Pool gates must swing outward, away from the pool area, never inward.

Self-Closing & Self-Latching

Gates must close and latch automatically from every position without any assistance. Hinges and latches must be in excellent working condition with no friction or obstruction.

Latch Height

Latches must be at least 1,500mm above finished ground level and at least 1,400mm above the highest lower horizontal rail. If these heights aren't met, the latch must be positioned on the inside of the gate so a child cannot reach it.

Designated Access Point

You must have a designated access point (such as a ladder for above-ground pools) and it must be surrounded by a permanent fence and gate that meets the standard.

Other Compliance Requirements

Doors & Windows

For homes built after 1992, doors and windows cannot open directly into the pool area. If they do, compliant screens or safety limiters must be fitted.

Balconies & Decks

Balconies and raised decks near the pool area must be assessed to ensure they cannot be used as a climbing point to access the pool enclosure.

CPR Signage

A compliant CPR sign must be clearly visible near the pool. It must be weatherproof and display current resuscitation instructions.

Pool Registration

All regulated pools in Queensland must be registered with your local council. You must also arrange a licensed pool safety inspector check when selling or leasing your property.

  • Fence is at least 1,200mm tall at every point
  • Ground gap is 100mm or less everywhere
  • Vertical bar gaps do not exceed 100mm
  • No climbable objects within 900mm outside the fence
  • Gate swings outward and away from the pool
  • Gate self-closes and self-latches from every position
  • Latch is at least 1,500mm from finished ground level
  • CPR sign is visible, weatherproof and current
  • Pool is registered with your local council

For like-for-like replacement of an existing pool barrier, a building approval is generally not required – provided the new fence meets current QLD standards (minimum 1200mm, AS 1926.1 compliant). New pools or layout changes may require council approval. All our pool fencing is compliant.
